You cannot spread democracy through the barrel of a gun. Think about how Americans would react if the USA was invaded and occupied. Our homes bombed and leaders shot and hunted. All the while, the invaders would say they were here only to help, only to support the government they wanted installed. The people here in the USA would do the same thing.
People aren't so different. To rule through force of arms is only temporary until those ruled can figure out a way to shoot you in the back.

our military isnt ineffective its the way we are allowed to fight our military is limited by so many regulations and treaties now that anyy attempt to actually win a war or actually defend ourselves is met with such stiff resistence from the rest of the world a good example is this
world war 2 we were able to use whatever force we had at our disposal because our gov at the time accepted that even though countless lives would be lost they deemed it a nessesity in order to rid the world of the nazi menace
now look at korea we became a little more focused on politics in the world but for the most part we were able to keep doing the mission
now look at vietnam it was the turning point to where we started falling into a position where politics became more important that actually acomplishing the mission we were sent over there to do and it didnt help that like isis the vietcong had a hell of a PR department and they released tons of videos of propaganda and they were able to sway the hearts and minds of most of the world that they were just defending their country from an invading force
so until we are able to forgo all those treaties and rules of war our military is essentially being neutered because last time i check isis isnt following the geneva convention nor are they following any ROEs or LOAC

...the U.S. Military is (superlatively) effective ! The Political (pseudo) leadership...i.e. POTUS is an absolute FAILURE ! (Obama can't even tell the difference between a US Navy Officer from a Coast Guard Officer.) Having Obama as the C in C is like having Wiley E. Coyote as its C in C

Because you cannot defeat minds and causes...look at the History of Afganistan...invaded by Alexander the Great, Turks, Mongols, Ottoman empire, Brits, Russkies, NATO, America,etc. and everyone ended in them leaving, no only them leaving but all invaders waned in influence thereafter and eventually fell. But we knew this, we had those Smart Military Officers and Historians telling us on the History Channel that History repeats itself, especially in terms of military conquests, but for some reason America-NATO was somehow suppose to be the special EXCEPTION...LOL...No one will ever win Afghanistan, the best you can do is Nuke it all and maybe, just maybe you can say you killed 99% of them but they will rise from ashes again and again.....For all those who say, "No way can a small force with just mostly AK-47s, RPGs, IEDs, etc, defeat a superior technological and more advanced military." That was already proven in Nam...learn from History.

Because they focus on the hardware, not the people supposed to use the hardware. It's why when the budgets go up, you see new weapons, but not a good pay-rise for the soldiers, same goes for investment in training, and mental-health of the soldiers.

Because unlike many of our enemies, we try to minimize collateral damage. We try our best not to kill innocent civilians. Yes, sometimes civilians do get killed. Think about how we fought in WW2. We carpet bombed cities to beat the Germans and Japanese. If the US military used it's full strength with no regard for collateral damage, we would win easily.

Basically, Vietnam is why. That taught the world that a well hidden guerrilla army hiding behind civilians would be more effective against America than an all out WWII style pitched war, and it's true. The task you're asking is next to impossible without killing every civilian

There has been a bill sitting in congress regarding military participation since September 2014. Congress looks like they are avoiding it.
The military you should be blaming are the ones taking part in the coelition of 35 countries.

What right did the U.S. have to kill the Taliban or al Quaeda members? They went to Afghanistan to find bin Laden. They are still in Afghanistan and there are still bombings there and in Iraq and the U.S. should not be there. There are still private contractors in both places.

Because we are only willing to commit to air strikes, you can't defeat a force by air strikes alone, unless you're also willing to kill as many civilians as necessary.
Add that to the Iraqi military's unwillingness to properly fight, and you aren't looking at a good mix.

Because an invading force is never likely to outlast insurgents in their homeland unless they go in with the intention of totally conquering the country (something which is morally questionable, and not feasible in the 21st century anyway).

the military isnt the problem
its how theyre used
US policy since gulf war #1 has been a mess
at every stage the region has been destabilised by successive US strategy
they have almost followed a playbook to creating a power vacuum
something was going to fill it and it was never going to be the puppet govt set up by the US
add to that the hatred the US has fuelled towards itself
a million dead civilians and countless other millions maimed and displaced wasnt going to win many friends
contrary to media reports ISIS is not a fringe group
